No instructions from Lowe's so I don't know how to make it turn over! Help

Go back to Lowe's and make them give you a manual and show you how to start it.

Brake in, PTO off, choke on, throttle open; should start. Give the numbers beneath the seat and I will find you one. I gather it was a return and the one bad thing is the manual is not always returned, but the prices are usually great(I know since my push mower was a return, no manual but great price.)
