I have removed four (220) baseboard heaters. I shut off breakers to those plugs but still have power at the thermostats. How is this possible?

Best I can guess is the breakers are not labeled properly.

Shut off all two pole breakers and check for power at the stats.

If they are still live something is either seriously wired incorrectly, or there is another panel.
