How old are you and how long have you been talking?

If you won't make the first move, you can start forgetting about him, sounds to me like he's shy, and most likely won't be the one to start anything.

Listen, I know you said you don't want to make the first move, but try this. Ask him to hang out somewhere and after a while, just kiss him. It will help his nerves a lot! Don't make out with him, just give him a normal, gentle, couple second long kiss.
