When you told the teacher, what did they say? If that particular teacher did nothing to help, tell another teacher, the principal, or her parents.

If you have a good relationship with her, you can also tell her that you are worried about her, that she should think in a positive way, do more sports to relieve depression etc.

You didn't mention how old she is. If she is under 18 and the teacher does nothing to help, that could be considered as child neglect (the same also applies to her parents).

I would also strongly recommend you to tell a Police officer about this (the suicidal girl). Remember, the Police are sworn to serve and protect. They will be more than happy to help anyone in need (there are stories of swarms of Police rushing to a bridge to stop someone from jumping down from it. They take human lives very seriously.)

So, keep doing whatever you could until someone does something to help her; you will be glad you did.

Yup... just keep telling people until someone takes this seriously, because this is serious... Talk to you friend as well, don't nag or complain about it just express your very real concern, let your friend know that you are talking to other people about this, just try to be gentle about it, let her know how very scared, and concerned you really are. She is hurting herself physically to try to numb the emotional hurt she is feeling. Let her know that she does not have to do this, there are other ways to heal the hurt...

Keep telling teachers and mom, obviously I don't hear that they have gotten her any professional help yet?

How about getting some professional help in addition to just counselling, such as a doctor.

Also, there are many reasons behind a person getting depressed, such as abuse, domestic violence, a medical condition, lack of sleep, lack of activities... Of course, some people are "naturally" pessimistic.
