Are you asking about shielding cable to stop radiation from the cable to above the ground?

If you are, then you do not shield the cable. Think about it, what surrounds the buried cable? "Earth Ground"

Is this a homework question? If so, then spend some time inside the NEC. There are codes governing the depth that cable must be placed, including a real nice Table.
