I hate these vaguely worded questions. When I look at all of her posts, I become very concerned with the possible explanations of what may be going on.
Why don't you actually tell us what you want to know rather than asking such vague questions?

You have already said you give time outs - which apparently don't work. Now you are asking about spanking.
Your relationship with your child is totally out of control. All of your posts should be combined AND you need to speak to your child's Pediatrician for a referral to someone else who can help both of you cope.
A Child hitting out of anger and frustration is very normal. When a child is in trouble at a young age they are angry at you for catching them, angry at themselves for doing it, and just overall frustrated. You need to focus on making it clear that it is unacceptable to hit.
Spanking is not the answer in this situation. I am for spankings, but only as a last resort, and for issues that warrant a spanking (very serious offenses, such as running off, leaving the house without permission and alone, running into the street, bad words, and severe bad attitude that is not solved with time outs)
If a child is hitting out of anger, spanking will only reinforce that behavior, not fix it.
And a child humping objects is normal as well and NOT sexual in the slightest, from toddler-hood, all the way up to preteens. (by the time they are teens it becomes sexual masturbation)
I very much agree with judykaytee's post. And strongly urge you to see your child's doctor about a behavior specialist, who will mostly be there to help YOU find ways to help parent your child more effectively.
