I have observed in my previous cycles that a week or few days before I menstruate, only a small amount of milky, sometimes clear discharge is visible in my undies/liner. Is this a normal happening?

This discharge is normal. As long as it is not yellow, green or blue and has an odor there is nothing wrong.
