I'm a FL resident employed by a FL based company doing work in NC. Who should pay NC state tax, the worker, the company or both? I assume since I'm not a resident of NC I will be able to file to have these deductions returned at the end of the year.

So I have to get a D400 form & file like NC residents since I made over 15k in the month I worked there?
Yes, but you complete the form as a non-resident. The form requires you to report all your income for the year and calculates a preliminary tax based on that full amount, but then multiplies by a percentage representing the portion of your total income that is from NC sources. The result is you pay taxes to NC only on your NC-based income, but using a tax bracket that is determined by your total income.
