Doing that safely is way beyond the scope of a forum.

If I understand your question correctly, neon lighting involves voltages ranging form 8000 up to 18000 volts, and must be done by an experienced, qualified person.

Smoothy is correct, we cannot help you.

Exactly... voltages in that range behave nothing like you expect for 240VAC and lower in your house.

If not properly insulated 18,000 volts can jump a substantial distance and stop your heart mid-beat. Cause critical electrical burns and that's if you survive. Its nothing to treat lightly.
