If I have court for Dui in California but am already moving to Ga will I be able to get a drivers license .

No... and if you don't go to court... there will be an arrest warrant issued against you.

No you will not be able to get a drivers license in GA till you clear up the DUI in California.
If they suspend your license there, it is and remains suspended in GA, till it is cleared up.

Also if there is a warrant issued, what for ( not going to court for the DUI ?) the warrant is valid and will show up in Georgia.

For the only positive issue, while I can not say for 100 percent sure, but in my time as a police officer, if you are stopped, you will be held while they check the warrant, and until California makes a decission to come get you or not. But for this they will seldom come get you. That does not make the warrant not valid, and they will hold you any time they stop you to see if California has changed their minds.
