My dog is refusing to eat or drink is gagging an vomiting thick mucus that I slightly foamy and his urine is very dark yellow most likely thick as well and he is very depressed he I usually very energetic he has runny eyes and a dry nose and he has busted a blood vessel in one eye from vomiting

So get a vet ASAP!!

So take him to your car and drive the dog to the vet. That is your responibility as a pet owner,

There is really nothing you can do from home, he needs to see a vet immediately.

Call around a few vets in your area and see if any are willing to accept a payment plan. If you have been with the same vet for quite some time and have been a reliable client they may be willing to make exceptions for you.
