My neighbor smokes crack-cocaine and other chemical (drugs) the fumes are always in my apartment. It usually happens at night after 11pm.The fumes enter my apartment and it's very annoying. My eyes burns and turn red and it disrupts my sleep. I have moved four times due to (second-hand )crack-cocaine fumes. How can I get rid of this problem? What affect does this have on my health? Please help?

You call the police on them. And report it to the Management as well.

Sounds like it might be the projects... drug use is enough reason to get their Section 8 vouchers taken and them thrown out of the apartment.
