Low hot water pressure @ all fixtures. 10 year old gas heater.

More likely volume than pressure but I know what you are saying. Put a pressure gauge on the water heater drain spigot. Is that pressure the same as on the garden spigot? If you can't do the gauge then just open the heater drain sigot to waste, is the volume great or just fair?
