I have to give a 60 day notice to vacate. I am moving on the 30th day anyway. Can I use my security deposit to pay my last months rent?

No you can't use the deposit for the last months rent. Your landlord must inspect the unit and see if any deposit will be dedcucted for repairs or damage.
