I have this problem there is a lady just move under me she is a chain smoker. She never open her windows or go outside for weeks at a time. The smoke comes up into to my apartment which makes me very sick. I've been living her over 5 yrs but the manager tells me there nothing she can do about it I can move are deal with the smoke.
