I would like to start a small cleaning business at other people's homes. In the state of Pennsylvania would it be illegal to start such a business without a license? In other words, would I need a license?

You would have to check with the laws of Pennsylvania to see if a local business license is necessary Curious. However I would strongly recommend that you incorporate and also get liability insurance.
