Check all under dash and under hood fuses with a test light or multimeter. Ensure the brake lights come on, when the pedal is depressed (BOO switch).
It is definitely NOT the speed sensor.
There was a recall affecting the shift interlock system.
Contact your local Toyota dealer with your VIN to see if the recall has been done on this vehicle.
If it has been done, try these quick tests on the shift interlock solenoid (located inside the console):
1. With the key ON, check for 12 volts at the solenoid connector harness.
2. With the key OFF, disconnect the solenoid connector. Using an ohmmeter, measure resistance between the solenoid terminals. Standard resistance: 29-35 Ohms
If resistance value is not as specified, replace the solenoid.
Shift lock systems prevent the shift lever from moving to (R)everse or (D)rive from (P)ark, unless the brake pedal is depressed and the accelerator is in its rest position. Most shift lock systems prevent the shift lever being shifted, when the brake pedal and accelerator are stepped on at the same time. An actuator solenoid and module assembly, located on the lower portion of the steering column, locks the shifter in Park, whenever it receives a signal that the ignition key is in the ON position. When the module receives a signal from the Brake On-Off (BOO) switch that indicates the brake pedal is depressed, it unlocks the shifter so it can be shifted out of Park. The most common failures are the fuse, which also protects the cruise control deactivation circuit, and the BOO switch. If the system is not operating, check the fuse first. If it's okay, the BOO switch may be the problem.
Also, check for a faulty Automatic Transmission Gear Position Switch. These switches are relatively high-wear items, especially on older vehicles. Before replacing, though, spray with WD-40 and check adjustment.

1. I have a problem with My 1993 Honda Civic DX. It’s A/T shift lever is stuck when its engine is starting and its stop light is on.
2. I have checked its neutral safety switch using a multimeter. The voltage is good at P, R, N and D4-1 positions with Key On, and the continuity is good too at all gear position when the neutral safety switch is disconnected from its connector.
3. There only 0.5-1.0 V voltage goes to the interlock solenoid with Key ON. The resistance of the interlock solenoid coil is about 30 Ohms when the solenoid is disconnected from its connector harness.
4. Could you tell me what reason causes this problem? Is the interlock control unit is default?
An emitter circuit in the control unit must give 12 V to the interlock control solenoid coil at Park position when the engine is starting and stop light is on at normal situation. I think it may be broken. To resolve this problem, the interlock controller should be replaced. What is your point?

You have shorted the "gauge" fuse located under the left side dash. This will take out the speedometer and cause a p0500 DTC for speed sensor.
Also the PNP (park neutral position) switch.
Most likely a short in the wire harness in the drivers side trunk harness where it bends and meets up with the big harness back there.
