If my lease ended and I did not sign a new lease because my landlord did not present me with one after I requested one, do I still have to obey to the late fee schedule.

If your original written lease contained a late fee then yes, it would still apply to your current tenancy. When a lease expires and the tenant remains, the tenancy becomes month-to-month at the same terms and conditions of the original lease. The only differences are (1) the landlord may increase the rent with at least 30 days advance written notice; and (2) there is no longer a one year term period. Instead, either party may terminate the tenancy with 30 days advance written notice (unless the original lease required a longer notice period).

All of the basic terms of the lease are still in effect. I will note that in some leases, there is a requirement for a 60 day notice, if there is, it may be 60 days instead of 30 days. The owner may also with proper notice raise the price you pay. But yes the late fees are in effect.
