If you have a caspias warrant in another state can you pay what you owe and the warrant dropped without having to go to that state?

Someone I know was in the military over 10 years ago and got into trouble and was discharged from the military and sent back to his home state. He was arrested almost two weeks ago them saying he was a fugative from virginia with a capias warrant for not showing up at court. How long does it take if they waived the extradition to go back to virginia and can he get bail here for that warrant.
