When you turn the switch to start you can hear a hum but it does not tumble. I moved the drum and it seems like the belt is still on by the drag on the drum. I also flipped the breaker. The door switch turns off the light inside.

You will get a drag from the felt liner at the rear of the drum. Some Frigidaire dryers have a drum bearing, however. You are going to have to take it apart to see what is keeping it from working. You need a meter to check the safeties because one could be bad if you have not cleaned the dryer. You want to make sure you clean all parts of the dryer or it will burn out a safety.
