It sounds like there is some sediment that has gotten stuck inside the fill valve or the angle shutoff valve.
To start, disassemble the fill valve and clean the washer assembly... see if that stops the noise... see video below:
If your fill valve is different than above let me know the type/name brand, OK?

Mark gave you directions for a FluidMaster ballcock shown on the left .see image). . Since you mention a ball I'll assume that you have a regular one. Shown on the right.Quote:

Don't know what you think? But there's not too many people removing an old ballcock assembly and replacing with a new ballcock assembly... most are installing that fluidmaster above!
Of course, with plumbing, you never do know, huh?

On a side note FluidMasters aren't too popular in my area. Seems like our water interacts with the neoprene seal and in time the seal will swell and close off the hole shutting down the ballcock. Cheers. Tom
