Compressor runs, but fan doesn't. Two different capacitors, (45, 7.5) both read 0.1 MFD. I check with Ohmeter, 7.5 capacitor is reading 37... 45 capacitor reads 2.4... Fan blade turns freely. What could the problem be?

You can't check capacitance with resistance. If it is an analog meter, you can get an Idea if it may be good by placing probes on capacitor in resistance scale, each time you reverse the leads, you should see the needle swing over then drob back, and repeating every time you swap leads. That is the Capacitor charging, discharging.
It may be the capacitor. Resistance will tell if a cap is shorted.
If you can't test it, replacing should be relatively cheap.
