I can't remember many details just that she's a teenage girl, finds a book of spells somehow, uses a spell to make her sneakers go really really fast in a race she runs at school, they go all dancy and weird... I think she meets a guy but a lot of it is in her high school, she keeps the spell book in her locker I think and one time someone finds it..

There is an episode in Sabrina the Teenage Witch, a TV series starring Melissa Joan Hart (1996-2003), that has the same story line. You stated that it's a film, but perhaps it's this TV series instead.

I've heard of this too, but I remember borrowing the DVD from some-one a while back and I don't think it has the same name. Thanks for your help though
