Okay, this is killing me. I am not sure where I saw it. It could have been an after school speical on HBO or Showtime or something like that. It had to be in the 1980s. All I remember was this kid being arrested for a crime. The police took him to juvenile detention where he was crying all the time telling everyone that he didn't know why he was there. The detention officer knew him because he has been there before. But as the weeks went by, the detention officer noticed that ALL this kids actions were not his normal ways. So the detention officer went out onto the streets and found the other kid... they were twins! Somehow, after that the right kid gets arrested and the other one is freed. OH, and the detention officer is a black actor and I can't find his name.
