Luke warm water -but found the overflow pipe leaking continuosly .Current and voltage -ok .Element ,gasket got geyser blanket ,all piping insulated.Could vacuum breaker be faulty.

No, the vacuum breaker has nothing to do with temperature or the overflow pipe leaking... ;)
You need an electrical tester and you first need to test the elements for continuity (disconnect wires from the elements AFTER shutting power). An element without continuity will need to be replaced.
If both elements test correctly then you'll want to replace the upper and lower thermostats as they are super cheap and quick to replace!
