What about a grant to open a business.

There is no grants to finish high school, if you have a social worker or case worker for welare in some areas they may have GED programs to do, ( but still a fee for the test)

There are grants for some businesses, they will not cover all the cost of course, but help with the cost, some are things like tax breaks, grants or buildings if you hire over a certain number of people. Also if you put your business in very depressed areas.
