If the CEL comes on for 2 seconds and then goes out, when the ignition switch is turned to ON (Position II), then the problem is with the distributor. Our experience at AMHD is that most new aftermarket distributors for Hondas don't work. Go with a genuine Honda distributor housing and install an aftermarket igniter and coil, to keep the cost down. The gas smell is because your car doesn't spark properly and gas has built up. Be careful.. . A stray spark could blow the exhaust off the car.
Be sure to also check all under hood and under dash fuses with a test light or multimeter.
Thank you TxGreasyMonkey. I have followed your solutions for replacing the ICM and ignition coil for my honda civic 98 that cranked but did not start. Cost me 200 dollars for both parts at autozone. You are the best. My car is working perfectly now. Thank you for sharing your expertise.
Thank you, alexadt--I'm glad I could help.
