The manual will not be very helpful but you can get parts here Parts and Diagrams for Briggs and Stratton 28A707-0116-01. Manuals only give a hand full of reasons and engine misfires, won't start, idles rough... You need a REPAIR maual and I have not found one just yet but still looking.

Well you canfind the model anf type, so lets tell yo how to decode the dode. It is YYMMDDSS where the first are the year, like 94 = 2994, 04 = April and DD = day of the Month, with the final characters telling the assembly line and shift.
