Pool timer T104P3 works manually turning it on and off. I can see the gears working but actual clock dial won't move. Looks like there is one gear that may be stuck. Should I buy a new one or repair the one I have?

It probably just needs a new clock motor.
You may want to consider just replacing the timer. For what they cost (starting from $20 all the way up to $200) it may be less headache just to replace the swimming pool timer.
A new motor or installing a new motor (especially if you have to pay someone else) might just be as costly in the long run.
Get a new clock motor or a new timer. About the same price counting your time.
