    Does power to bldg need to be off to replace a ground rod clamp
    I have to change a groung clamp and wanted to know if the main needs to be off,if the power company has to turn off power or it can just be replaced with power on.

    Safest method would be to have the Main off. Normally can be done with power on, but, if there is current flowing in the grounding conductor, you may become part of the circuit if you disconnect the wire from the clamp while the Main is on.
