My eyebrows are severely messed up. I let my mom do them when I was 14, (20 now) but over the years, I started over tweezing and now they're uneven. Pencil doesn't help, because it's so uneven.

1st thing 1st is are you currently going to have them waxed? If so, they should be able to start the process, they will have to regrow, may honestly depending on how your brows grow in, require product that works for some people and doesn't for others to help with the grow in with how long you have been tweezing. 1st, stop tweezing and may be $6 or so for the wax at your local salon or maybe even when getting a mani or pedi sometimes. Check around, tweezing is addicting!
