Think this could be an early 80's movie? There's a killer on the loose who shoots people in the eye, it starts in the city where a city cop chases him around. The killer then gets away to the mountains where he see's a group of people on a guided trip, he kills one of them and assumes their identity. The city cop then pairs up with a mountain cop to try and catch the killer. I think towards the end of the movie he takes a girl from the group hostage.
