A borrowed vehicle was taken from my yard by an unlicensed driver. He took the keys from my bed and took the vehicle and was involved in a chase and road block. He ran from the scene. The vehicle belongs to his father. He is being charged with Theft by Taking (auto). His father does not want to press charges. Can the state still pick up these charges and prosecute him??

If dad says he gave him the car they will not charge him with theft. They will stick with under age driving, evading, etc.. And whatever else he did in attracting their attention in the first place. I must assume he did something elese to get the police to chance him in the first place, what else did he do?
