    If a young lady is 13 years and is dating a young man age 16 years is that legal?

    There are no laws about the age to date in the USA. However dating is one thing, there are laws regarding sexual contact and that is not limited to intercourse.

    The parents of both will have to agree first.
    There can be no sex and no "touching" even though the clothes that could be sexual.
