Is it allowed for foster parents to turn away the child's family?
Are foster parents allowed to turn away their foster child's family (not mum or dad) if they arrive to see the child?

Depends on the reasons behind the fostering and the rules of the local council.

Normally yes, the foster parent is in control and over the child. It can depend up on the specific rules for that child.
