I own a property in Sri Lanka. I am still a Sri Lankan citizen living in USA (permanent resident). I am planning to sell the house and invest money in the stock market in Sri Lanka. Do I have to pay taxes in USA for the gains?

Yes. ALL world-wide income is subject to U.S. income taxes if the person is a U.S. citizen or a permanent resident of the United States.
