    Do I have to file a NYS tax return if I am a full time resident of another state, but I receive retirement income from NYS teachers retirement system?

    No. Even though the source of the income is New York, your physical location dictates to which state you must pay taxes on that income.

    Currently I am a retired teacher living in New York. I pay federal tax only on my monthly teacher retirement check. If I move to Delaware, I will pay federal tax on my retirement But will? I be required to also pay Delaware state tax on my retirement income

    All states require you pay taxes on ALL world-wide income received while you are living in that specific state as a resident.

    So, yes, you WILL pay Delaware tax on your retirement income if you are considered of the state when you receive it.
