Of course it's okay to text or call a guy first. This is 2012, not the 1800's!

Girls even propose nowadays. Women and men are equal, so why does the man have to make the first move? Women can too!

Don't play games. If you're interested then let him know. Don't wait for him to play the dating game. Cut out the games completely, be honest, be upfront, and see what it leads to.

It's obviously okay. Women tend to wait to see if the men care enough, as you said. This is because a man tends to flirt around with girls he doesn't particularly like too, while women tend to limit their flirting to men they actually do like. It's an extra safety measure for you, to level the field, but it's sort of old-fashioned. Nowadays young girls and boys flirt with each other indiscriminately. Just don't sound excessively eager and you'll be fine.

As a guy, it would make things much easier if the girl looked for us first once in a while. Life doesn't always have to be so difficult, so why not go for it? Worse that can happen is that he's not interested, but if he's not interested, he's not going to look for you in the first place anything, so you didn't lose anything in trying, you only have something to gain.
