Doesn't the licensing board provide fingerprinting? If not, can't they give you a referral to someplace? If they can't, then contact a local Private Investigator.

Normally you go to the police station and have it done there. Will they not do it?

I am with Chuck, I was an HR director for a school district and the local PD did all our printing, for a small fee. You can not walk into an office and hand them your finger prints on a card and expect them to honor it, there must be a chain of custody. The PD sent all our prints to the FBI and the State Police for checks
