    But water flows to the ice maker on the fridg and the outside faucet which are all connected

    You may have debris in angle stops, supply lines and / or cartridge itself. If you have dedicated angle stops than close them and open them again to dislodge any possible debris. See if that helps. Back to you. Milo

    I'd start by removing the aerator (see image) at the end of the faucet spout. Remove the aerator, clean it and then run water WITHOUT the aerator in place and see how water flows. If water flow is good without the aerator in place then pressure/volume will be restored when you reinstall the cleaned aerator. If water flow is poor with the aerator removed, check the shutoffs, supply lines, etc. as Milo suggested.
