Why would the ground wire from my main panel to grounding rod have juice on it
My ground wire for my cable is connected to ground wire coming from my breaker box when the tech tried to disconnect it it sparked and they would not reconnect. I checked ground wire with voltage and found some voltage present.

This occurs when there is an issue in the home wiring, could be a neutral to ground connection, could be a short circuit that has not gotten to level high enough to trip the breaker, or could be a normal ground fault current that comes from a refrigerator.

Does indicate that the grounding of the electrical system is questionable also.

I suggest you have an electrician come out and check the system and eliminate this current flow, and check the grounding system.
