You should contact the DMV in the original state to find out why the suspension was issued and either satisfy the conditions of the suspension, or prove that it was issued incorrectly. Once you handle the issue of the suspension, then a transfer to another state, and application for a CDL should be no issue.

Yes you can not transfer till you clear up the suspension. So you will need to contact the DMV there and find out what happened and why.
