You can only get Solage with a doctor's prescription, unless you buy it from the black market, which then could contain, any illegal ingredient, such as mercury.

Solage, is meant to treat sun damaged skin, (hyperpigmentation), and Melasma, hormone induced dark spots on the skin. It is not meant to treat the whole body.

They don't need a license, they need a prescription from a licensed qualifying doctor. Used as prescribed it is not dangerous. Abused, as the above wants to do, to put on, for their whole body, without a doctor's supervision can and is dangerous.
