Looking for the title to a movie!
Suspense drama involving a team of detectives trying to find a serial killer. One scene is of a women chained in front of a huge steam vent that will soon open and cause her death. The detectives find her in time, but are not able to save her before the vent opens and the hot steam kills her. This happens in the basement of some building perhaps? Sorry guys, that's all I have! Time frame of early 2000's perhaps.
