My neighbor continues to make loud noises at night by inviting company over to stomp and throw things down on the floor at night. I have reported the situation to my landlord numerous times, and so has another neighbor. Can I file a report with someone about this?

If he's disturbing the Police they will take a report.

Do you want to leave your apartment? If so, put your landlord on notice that unless this is under control you WILL leave (and the rude neighbor will, of course) stay.
