I HAVE A TORO Z-TURN MOWER. The engine is not running correctly. You must have the choke out about half way or it bogs down.

Sounds like you have some type blockage in the carb.
I would remove carb take apart and clean,replace fuel filter and put fresh fuel in the tank.

Probably the correct thing to do but before your get your tools can you try running the mower with the gas cap removed, did it make any difference, long shot.
