    Can I enter Canada?
    I left the country 5 years ago with suspended licence for owing 5000 dollars for driving without insurance and I also owe about a 1500 in unpaid parking tickets. Will they arrest on the airport? I will travel on foreign passport because my canadian passport expired and I am a dual citizen. Is that going to make a difference?

    Depends on what shows up when they run your name. Might or might not. No guarantees. And, yes, you could be detained at the Airport and held for the Police.

    It's not about who issued your passport. It's about running your identifying information.

    My guess? You'll be stopped.

Is that going to make a difference?) to add to the matter I entered canada from USA in 2008 by car and left again after a week and nothing happened. Then again in fall 2009 I had my criminal record checked in order to get a job in Britain. That also worked. Is it possible that something changed since then? How should I find out? Who should I talk to? I have to resolve it sooner or later. Will they somehow let me in if I notify them in advance and try to work this out with authorities?

    If you want resolution you have to talk to the agencies/people you owe - undoubtedly the Court system and the parking commission. I'm surprised there isn't a warrant out for you. Of course, there might be and it just didn't turn up.

    It's pretty much a toss of the dice. Sometimes you get stopped, sometimes you don't. If you DO get stopped you will, of course, have problems.

    A thought might be to retain an Attorney in Canada, explain the problem and have him/her act as your intermediary with the various Government officials.

    No, if they stop you they stop you. There's no finding out in advance.

    IF they stop you, it WON'T simply be to PREVENT you from entering Canada.. It'll be to HOLD you for the cops..
