If an employer discloses my medical records to an outside source, are they in violation of hipaa laws?

You will have to give us more details, why do they have this info ? Was it in regard to a workers injury or other claim.

Also is the company you work for a medical office, the laws only apply to medical employees giving out your information.

If your employer is not your medical provider then they are not bound by HIPAA. You had to agree to give them the information.

Why did they give your info to another doctor? It may have been reasonable depending on the circumstances.
