    Can I substitute a 400W 1G 2W Push dimmer for a 250 Watt 1 Gang 2 Way Dimmer, safely and without contravening any regulations?

    Only if the actual load is less than 250watts.

    Need to check the new unit, some need to be derated, as they cannot handle full load. Usually this only is required if two dimmers are in same box.

    Are you in the US?

    We don't have 250w and 400w dimmers.
    Nor do we use the term "regulations" with regard to codes.
    I suspect you're in the UK or Australia.
