A few months ago, the fill valve failed in my toilet. It would continue to run, even when full. I shut the water off at the wall. I when using this toilet since then, I have filled the tank, shut water back off, then and flushed until empty. The water in bowl was often very low, and at times clogged. I assumed because of low amount of water flushing. I have finally got around to replacing fill valve and flapper. Tank filling properly, flushing properly, and refill hose postponed properly over overflow pipe. However the water level in the bowl is very low. Also, there are air bubbles when filling. Is this likely a vent issue or a plumbing clog issue, or something else? I will be calling a plumber (or my dad) as I am beyond my abilities.

And your fill valve's suppliering enough water to the small tube that connects to the white overflow tube as the tan k fills? There's a strong stream ? Is there any gurging in the bowl when anything else is drained? How low does the bowl level get>

Seems to be enough water, strong stream, seems same as before. No gurgling when anything else is draining. And level fills hole, but barely.

Suggest that you pour about a gallon of water directly into the bowl. Pour slowly so that you do not start the flushing action. What ever the water level is after that will be the correct level.

Flush and hold the leaver down for 20 to 30 seconds after the flush has been completed. If the water comes up to the correct level after you release the flush lever you may have a venting problem or a blockage. If the water does not come up to the correct level you, have a filling problem. What type of fill valve do you have?
